Russia has been and remains a key strategic partner of Tajikistan in all fields. As a guarantor of the peace agreement, Russia has played an important role in the process of peace and reconciliation in Tajikistan, it has made a significant contribution to the socio-economic development and the strengthening of its national independence. During the years of independence, cooperation with Russia is developing dynamically in all major areas of life. The legal framework of the Tajik-Russian relations, which consists of about 260 documents covering virtually all aspects of our cooperation from the military-technical to major socio-economic projects. The dialogue at the highest level once again confirmed the high level of mutual political trust, which we highly cherish. The sides highly appreciated the current level of relations between the two countries. We agreed that in order to further improve them there is a large untapped potential. They expressed mutual interest in the continuation of the permanent political dialogue that contributes to the optimization of our cooperation in all areas. During the talks, we thoroughly reviewed the status and prospects of Tajik-Russian cooperation in the bilateral format and in the areas of international organizations UN, SCO, CIS and CSTO. Tajik Of great importance for the filling of our economic relations with new content has a geographic expansion of Tajik-Russian inter-regional cooperation and the deepening of existing contacts in this area. The parties also confirmed their readiness to continue cooperation in such important sectors as agriculture, textiles, mining, energy, including oil and gas industry. They expressed willingness to work together to increase the production and supply of organic vegetables and fruits to the Russian market. We were unanimous in the view that economic cooperation intergovernmental commission today plays a key role in addressing the challenges we face. The problems of labor migration. We hope that the proposals of the Tajik side in this area will be supported by the Russian government. We decided to take a series of effective measures in the cultural, including the field of education. In this context, it noted the importance of creating an enabling environment to meet the growing interest of Tajik citizens to receive education in Russian. Today on the territory of Tajikistan there are three branches of Russian higher educational institutions, and in the Russian high schools enrolled more than twenty thousand of our citizens, including the quotas allocated annually by the Russian side. We are grateful to the Government of the Russian Federation for the decision to increase the quota for Tajik students in this school year. Along with study of the Tajik Youth in Russia remain relevant issues concerning the construction of new secondary schools with teaching the Russian language in Tajikistan, as well as ensuring the Tajik teachers of educational institutions of the Russian language, textbooks and manuals. When discussing international issues, special attention was paid to cooperation in the fight against terrorism, extremism, drug trafficking and other forms of transnational organized crime. We have noted the effective and efficient interaction between law enforcement agencies and agreed on further coordination of our efforts in this direction. Everyone knows that about 60 percent of the external borders of the Commonwealth with Afghanistan accounted for Tajikistan. Our country is an outpost on this line, and it imposes on us a great responsibility for an adequate response and preventing any emerging threats and challenges. In this regard, we have paid special attention to the situation in Afghanistan and expressed the common opinion in the extreme importance of establishing peace and stability in this neighboring country. They expressed their mutual desire for the development of military and military-technical cooperation primarily in the modernization of the armed forces of Tajikistan in order to strengthen our country's defense and regional security. In conclusion I would like to express my sincere gratitude to the President of the Russian Federation, Mr Putin, for assigning a high state award of the Russian Federation - the Order of Alexander Nevsky. Turkish government has been accusing Gulen and his community-like network of comprising a “parallel state” in Turkish bureaucracy and the country's top institutions, including judiciary, police force, the army and universities through which they were allegedly trying to undermine the power of Turkish state. Gulen and his followers are known for their gradual organisation in Turkey’s education system by spreading their school networks for years in order to exert dominance over Turkish state institutions. The group has been also operating outside of Turkey by increasing their school numbers in more than hundred countries from Asia to Africa and the Americas. Turkish government has given up its informal support and promotion of those so-called Turkish schools affiliated with the Gulen group when the group had attempted to use its influence for a failed judicial coup to allegedly overtake the Turkish government on Dec. 17-25, 2013. Since then the Turkish government and foremost President Recep Tayyip Erdogan have been urging the countries which have the schools run-by Gulen group to shut down or convert them into public schools of their-own. The Tajik leadership was said to have also been investigating such allegations on the Gulen-affiliated schools since the early 2015 as Turkish authorities requested Tajikistan to keep a close watch over educational activities of those institutions. Thus, Tajik education officials were reportedly to have taken the decision to shut down Gulen schools in May, the Tajik agency claimed. The agency references to Tajikistan’s Minister of Education and Science Nuriddin Said, by stating the ministry's preparation to take over the schools as Said pledged on May 21 to shut down those institutions after all necessary legal documents are completed. Head of the ministry’s Early Childhood and Primary Education Department, Abdujabbor Aliyev also confirmed the minister and said the schools would be forced to change their education patterns and curriculum in the coming academic year. “The founder of these schools, the Selale Educational Institutions, will also lose its status,” Aliyev added. The Gulen schools were started to be opened in the Turkic republics of Central Asia by the early 1990s when the former Soviet Union fell apart as a result of the fall of communism. Tajikistan is not classified as one of Central Asia’s Turkic republics - which include Kazakhstan, Uzbekistan, Turkmenistan and Kyrgyzstan - since the overwhelming majority of the country’s population speak the Tajik dialect of Persian language. The first Gulen school in Tajikistan was opened in 1992 So far, many countries have either closed Gulen-affiliated schools or started to investigate the allegations regarding educational activities and operations of those institutions in their soils. Ankara mulls over to get devolving of Gulen schools all around the world under the Turkish Ministry of Education unless some countries reject to shut down those institutions.
